Support Administrator (International Cultural Relations) at Arts Council Malta

Service Description

Working closely and under the supervision of the Director (International Cultural Relations & Events) and Head (International Cultural Relations) at Arts Council Malta, the Administration Officer will contribute to the vision of Arts Council Malta’s International Cultural Relations programme, by supporting the activities of the Directorate, with a specific focus on export programmes and initiatives forming part of Arts Council Malta’s Strategy portfolio, including Malta’s participation in international events, international cultural collaborations and exchanges.

Main Duties and Responsibilities

  • Assist and provide support to the Director and the team in the day-to-day administration, including scheduling, correspondence, document preparation, filing etc,
  • Maintain accurate records, databases, and filing systems related to international projects, international funding schemes, and partnerships.
  • Handle general office duties such as coordination of travel bookings, meeting arrangements, and procurement requests.

  • Assist in supporting the administration, coordination and delivery of international programmes, artist exchanges, and events.
  • Assist with grant management and reporting processes for international funding calls (mainly IPS, ICE, Venice and Gwangju Biennale etc.).
  • Assist in liaising with local and international stakeholders.
  • Draft emails, meeting minutes, presentations, and internal reports as required.
  • Help coordinate content updates related to international activity on ACM platforms and social media for ICRD in collaboration with the Communications team.
  • Support the preparation of promotional materials and reports.
  • Ensure adherence to ACM’s administrative and financial regulations. 
  • Prepare procurement documents where required.

Other Duties as Assigned

This job description is not necessarily an exhaustive list of duties but is intended to reflect a range of duties the Support Administrator will perform. The job description may be reviewed regularly and may be changed in the light of experience and in consultation with the Support Administrator.

The selected service provider will be required to work 40 hours a week, based at Arts Council Malta and will be required to be available for meetings via internet, on-site and at the office. S/he will have flexible working hours and will be able to provide services during unscheduled or at unusual times as required by the exigencies of the international work.

Qualifications, Skills and Experience Required

A post-secondary qualification at MQF Level 4, or an appropriate, recognised comparable qualification, plus four (4) years’ work experience. A special interest in the Cultural and Creative sectors supported by certificates and/or qualifications in, but not limited to, Performing and Visual Arts, would be considered an asset.

AND must have the below-listed skill set:

  • Fluent in Maltese and English
  • General awareness of office procedures
  • Strong organisational and administrative skills and attention to detail
  • Excellent interpersonal skills and customer service skills
  • Ability to work under pressure and multi-task, using a team approach to solve problems when appropriate
  • A willingness to learn and expand his/her knowledge
  • Ability to work autonomously with little or no supervision

Contract and Salary information

The selected candidates will be awarded a one (1) year Contract for Service, with the possibility to renew for a further period, depending on his/her performance.

Answerable to the Director (International Cultural Relations & Events) and Head (International Cultural Relations) at Arts Council Malta and operating with flexible hours to meet the demands and requirements of the positions, the chosen candidates will be required to work within the rules and regulations of the Malta Public Service.

The remuneration is of €25,000 (excluding VAT but including any other taxes or charges) per year.

Payment will be processed monthly by Arts Council Malta on receipt of an invoice with a valid VAT number.

Eligibility

By the closing time and date of this call for applications, applicants must be:

(a) citizens of Malta; or

(b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

(c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

(d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

(e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”.

(f) persons in possession of a residence document issued in terms of the Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations.

The advice of the Department of Citizenship and Expatriate Affairs within the Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d), (e) and (f) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.
