Position

Working under the supervision of the Executive Head and Head (International Cultural Relations & Events) within the Internationalisation team within Arts Council Malta, the Executive will contribute to the vision of Arts Council Malta’s International Cultural Relations programme, through strong project management skills, with a specific focus on export programmes and initiatives forming part of Arts Council Malta’s portfolio, including Malta’s participation in international events and cultural collaborations.

Main Duties and Responsibilities

  • Oversee, coordinate, and manage the development of Arts Council Malta’s participation in international initiatives and events, by working closely with the International Cultural Relations Directorate team, reporting to the Head of Unit;
  • Manage Malta’s participation in events organised by international networks, as well as collaborations with EUNIC Clusters worldwide and Maltese diplomatic representations abroad;
  • Manage and co-ordinate Malta’s participation in international large-scale events and projects;
  • Create timelines, reports and budget forecasts and maintain accurate and up-to-date budgets, income and expenditure spreadsheets, maximising resources and funds available as much as possible;
  • Procure all services and supplies required in accordance with Government Procurement Regulations, whilst keeping track of expenses and supporting documentation;
  • Draft contracts and agreements for assigned projects, in liaison with the legal advisor at Arts Council Malta;
  • Maintain and conduct proper filing of required documents related to the programmes and initiatives in physical and digital formats;
  • Manage project milestones and deliverables of ACM’s International programmes and initiatives with respect to established timeframes and indicators, to ensure their successful delivery;
  • Collaborate internally and with cultural diplomacy networks and international cultural stakeholders in order to keep abreast of trends, updates that would directly contribute to Arts Council Malta’s international strategy for CCSs;
  • Liaise and coordinate with external suppliers and the Communications department at the Arts Council Malta on the management and the implementation of the marketing and communication plans, so as to promote international programmes and initiatives, including but not limited to the collection of data, content writing, drafting and editing of information, supporting public relations and marketing initiatives and exercises related to international projects;
  • Liaise with the ACM’s other departments as required;
  • Draft correspondence, briefs/descriptions, open calls, proposals, and reports for international projects;
  • Act as an advocate for the entity and ensure that good relations are kept with all partners and collaborators;
  • Be available to travel for duty abroad;
  • Other duties as assigned by the Executive Chair ACM and/or their designated representative.

Qualifications, Skills and Experience Required

By the time of application, the candidate must be in possession of the below qualifications and experience as a minimum:

a Masters degree at MQF Level 7 (subject to a minimum of 90 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2008), or an appropriate, recognised comparable qualification in the Humanities such as in History of Art, Music, Theatre Studies, Cultural Management, International Relations, Cultural Diplomacy, Communications or relevant areas, plus one (1) years relevant work experience.

OR

a Bachelors qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2003), or an appropriate, recognised comparable qualification in the Humanities such as in History of Art, Music, Theatre Studies, Cultural Management, Communications, International Relations, Cultural Diplomacy or relevant areas, plus three (3) years relevant work experience.

OR

a Diploma qualification at MQF Level 5, or an appropriate, recognised comparable qualification in the Humanities such as in History of Art, Music, Theatre Studies, Cultural Management, Communications, International Relations, Cultural Diplomacy or relevant areas, or relevant areas, plus five (5) years relevant work experience.

Applicant holding foreign qualifications are required to produce a recognition statement by the Malta Qualifications Recognition Information Centre (MQRIC) within the Malta Further and Higher Education Authority (MFHEA), which is to be obtained by submitting an online application for the recognition of qualifications at https://services.mfhea.mt/CertificationApplication.aspx. Such statement should be attached to the application and the original presented at the interview.

AND must have the below-listed skill-set:

  • Excellent writing and verbal communication skills in both Maltese and English;
  • Knowledge of the cultural and creative sectors as well as local artists and practitioners;
  • Excellent networker;

Other Duties as Assigned

This job description is not necessarily an exhaustive list of duties but is intended to reflect a range of duties the Executive will perform. The job description may be reviewed regularly and may be changed in the light of experience and in consultation with the Executive.

The selected candidate will be required to work 40 hours a week, based at Arts Council Malta and will be required to be available for meetings via internet, on-site and at the office. S/he will have flexible working hours and will be requested to work during unscheduled or at unusual times as required by the exigencies of the international work.

Contract and Salary information

The selected candidate will enter into a full-time employment contract on an indefinite basis. The salary paid will be of a basic salary of €34,226 in 2025 (maximum Grade 5 of the Art Council Malta’s Grading and Salary Structure), a Performance Bonus of up to 15% per annum, a Disturbance Allowance of up to 15% per annum, and an Entity Class Allowance of €1,500 per annum.

Eligibility

By the closing time and date of this call for applications, applicants must be:

(a) citizens of Malta; or

(b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

(c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

(d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

(e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”.

(f) persons in possession of a residence document issued in terms of the Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations.

The advice of the Department of Citizenship and Expatriate Affairs within the Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d), (e) and (f) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.
