The President’s Fund for Creativity is one of a series of initiatives aimed at strengthening inclusivity, community development, and well-being through cultural participation and creative expression by supporting projects and programmes. The fund forms part of a diverse portfolio of schemes and initiatives to maximise the potential of Malta’s creative growth by encouraging engagement in the cultural sectors, facilitating cultural exchange, and championing cultural rights. Applications may seek support for a pilot initiative, or for the development of an initiative that the organisation has already tried and tested. 

The potential of creative expression in fostering social and cultural change and regeneration has been shown and proven in a number of contexts, including those characterised by socially challenging environments, poverty, and exclusion. This understanding is the basis for The President’s Fund for Creativity.

The fund provides recognition and support at the highest level of the state to exciting initiatives built on the values of equity, diversity, inclusiveness, and sustainability in the sector of culture and the arts and in the social sector respectively—especially those working with disadvantaged groups, to engage the groups in creativity and arts-driven projects and increase their level of integration and engagement in society.

The President’s Fund for Creativity is linked to the implementation of Arts Council Malta’s ongoing strategy, with a particular focus on championing cultural rights and providing further opportunities for people to engage in creative expression.

The fund is specifically linked to important priorities articulated in the Council’s ongoing strategy, namely, to invest in:

  • A wider spectrum of quality work that inspires community cultural exchange and engages with a broader range of people—both as participants and audience.
  • Artists and organisations that promote cultural diversity and address cultural inclusion and accessibility.
  • Championing cultural rights.

The fund forms part of our funding programmes for community exchange, which aim at investing in:

  • Increased cultural participation across Malta and Gozo;
  • Better understanding and engagement between artists and communities;
  • More diversity in cultural programming;
  • More importance devoted to a culture that is much more representative of Maltese society in general;
  • Sustainable development.

The President’s Fund for Creativity aims at:

  • Supporting organisations and institutions that target the social needs and well-being of the community, especially disadvantaged and hardly-reached groups—with a special emphasis on children, youth, senior citizens, disabled people, and people with different ethnic backgrounds—through cultural participation and creative expression.
  • Providing disadvantaged groups with accessibility to a wide range of quality art experiences and art-engagement activities, as well as acting as a platform for young promising talent and intergenerational as well as intercultural dialogue.
  • Incentivising the contribution of organisations active in the arts and culture sector towards community development and collaborative arts projects.

This fund provides support for the development of collaborative projects, programmes, and practices designed to foster diversity, equity, inclusion, belonging, well-being, and regeneration  through cultural engagement. It invests in collaboration between organisations active in the cultural and creative sector and in the field of social and community development. The application shall clearly demonstrate the benefits of the project to the community.

The lead partner may collaborate with one or more other organisations and/or with one or more individual practitioners to develop a community arts project, programme, practice that combines the highest standards of quality and good practice, both from the artistic perspective and from the social perspective.

In line with Strategy 2025, and with ACM’s commitment to support the arts, namely that of adopting a sustainable and accountable approach to public investment: 

Applicants are encouraged to give due consideration, as appropriate, to the principles explained in the Right to Culture – Resource Pack, with particular regard to community engagement and the adoption of a rights-based approach to their work. This resource pack is aimed at increasing awareness regarding inclusivity and supporting the implementation of cultural rights in our day-to-day practice.  

Applicants are also expected to give due consideration, as appropriate, to the principles outlined in the Charter for the Status of the Artist, to ensure fair and just working conditions for artists, embracing artistic freedom, accessibility, formal/informal/non-formal skill recognition, appropriate socio-economic conditions, non-discrimination and equity, due ethical considerations and upholding intellectual property rights and international labour law. The Charter for the Status of the Artist provides a dynamic frame of reference for legislation, policies, and initiatives which directly or indirectly impact artists and cultural and creative sectors, ensuring that actions are aligned with the ultimate long-term vision of elevating the status of artists and cultural workers in Malta in line with their value in society. 

The President’s Fund for Creativity is managed jointly by the Office of the President of the Republic and Arts Council Malta.

  • Entities registered with the Malta Business Registry (including companies, partnerships, foundations, and organisations/associations);
  • Groups, collectives, and consortia;
  • Registered cooperatives;
  • Educational Institution offering formal and informal education;
  • Public institution;
  • Voluntary organisations enrolled with the Commissioner for Voluntary Organisations. Individual creative professionals are not eligible to apply.

Project Title: Komunità Teatru Mġarr

Amount awarded: €9,866

Komunità Teatru Mġarr is a community project with the primary aim of rebuilding and developing Mġarr’s community theatre scene. The project will bring together participants who reside in the locality on a weekly basis to practice, rehearse, and devise theatre and dance, culminating in a performance by and for the community. This approach is a similar – but modernised – version of the historical ‘Teatrini’ and ‘Konkorsi Teatrali’ which were immensely popular in the mid to late 20th century with Mġarr residents, however these events dwindled due to lack of funding. This new proposed approach will collaborate with artists within the community to facilitate a devised approach to making theatre within the community with the aim of building and sustaining a community theatre practice in Mġarr that connects diverse individuals residing in the locality.

Project Title: Sa Ma Jasal Godot

Amount awarded: €30,000

This project presents a high-quality Maltese-language production of Samuel Beckett’s Waiting for Godot (Sa ma jasal Godot), translated by Toni Aquilina and staged at Theatre Next Door. Written in 1953, the play explores timeless themes of existence, hope, and the human search for meaning through the absurd yet poignant wait of Vladimir and Estragon for the elusive Godot. This production aims to make Beckett’s masterpiece accessible to Maltese audiences by presenting it in their own language, enriched with local cultural nuances. At a time when society faces uncertainty and questions of purpose, the play’s reflections on endurance and connection are especially relevant. Bringing together a talented team of Maltese creatives, Sa ma jasal Godot will offer a resonant and contemporary interpretation of one of the most important works in modern theatre.

Project Title: Broken but Alive

Amount awarded: €29,666

Broken but Alive is a multidisciplinary project by Maltese artist Marcus Ganado, blending music, film, and participatory storytelling to explore themes of rupture, resilience, and emotional healing. At its centre is a concept album, written and performed entirely by Marcus, and expanded through stylised music videos, drum playthroughs, animations, a documentary on mental health, and various types of behind-the-scenes content. The participatory documentary on mental health, co-created with journalist collaborators, features individuals from diverse cultural, gender, and ethnic backgrounds who share how creative expression supported their survival and recovery. Their stories and artworks are woven into the film, making them co-authors rather than subjects. With live performances in Berlin and Malta and a robust digital campaign with Resonance Logistics, the project connects local and international audiences. Broken but Alive is not only music but a reflective cultural space where personal and collective stories of survival are shared.

Project Title: NATURE ISLANDS

Amount awarded: €30,000

Nature Islands is a creative, design-driven initiative that transforms barren primary school yards into vibrant outdoor classrooms and nature-based activity hubs. Developed as modular, sculptural installations, Nature Islands merge architecture, furniture design, and public art to create multifunctional spaces that inspire play, learning, and cultural expression. Each structure—crafted from curved steel, bamboo, and timber—evokes the organic beauty of natural landscapes, inviting children, teachers, and communities to experience them as both cultural artefacts and functional environments. Rooted in the belief that children are co-creators of their spaces, Nature Islands “returns the playground to the children,” fostering agency, curiosity, and connection with nature. In partnership with BirdLife Nature Islands provides schools—with meaningful, hands-on opportunities for nature interaction and creative learning. Nature Islands embodies a sustainable model of cultural participation that strengthens community ties, enhances educational environments, and redefines how children experience creativity in their everyday lives.

Project Title: THE MAIDS

Amount awarded: €30,000

The Maidsis a theatre project produced by Victor De Bono. The Maids is a seminal theatre work of the twentieth century, written by Jean Genet and will be staged in Maltese. The project will also include a Theatre of the Oppressed workshop addressed to members of the LGBTIQ community in relation to their work conditions and queer politics. This queer performance explores important themes such as gender fluidity and diverse gender expression; power dynamics between the oppressed and the oppressor on the workplace; and the tension between reality and illusion.

Project Title: PONKS’ Systems for Poetry: Infrastructure for Care, Public Art and International Exchange

Amount awarded: €20,468

PONKS’ Systems for Poetry establishes sustainable frameworks for delivering poetry into Malta’s public spaces. This 12-month programme develops three core systems: a dedicated studio space for production and workshops; professional project management to coordinate activities; and an artistic research pipeline connecting local and international work. The project funds six community workshops culminating in public displays, plus four major interventions including a mural, projections, and audio installations. Grounded in a ‘Culture of Care’, this project uses participatory arts to foster community well-being, inclusion, and accessible cultural experiences. Self-funded residencies in Tunisia and China research Mediterranean rituals and Solarpunk futures, informing local production and feeding into PONKS’ presentation at Gwangju Biennale 2026. This infrastructure professionalizes our practice, ensures lasting community engagement, and embodies cultural rights by making poetry freely accessible to all.

Project Title: Sharing Spaces: Community Archiving in the Eastern Region
Amount awarded: €15,000
Magna Żmien is collaborating with the Eastern Regional Council in a pilot project to engage elderly members of communities in this region in a participatory archival activity. Through talks, facilitated memory sharing sessions and a final exhibition, participants are encouraged to describe photographs and share memories and stories that they identify within Magna Żmien’s archive of personal home collections, leading to a co-curated exhibition that highlights the value of working with intangible local heritage. These invaluable contributions help toward Magna Żmien’s goal of documenting everyday life in Malta during the twentieth century through our archive, and supports active ageing and community connection through a collaborative creative process.
